Abstract

The purpose. The article is devoted to the development of an optimization economic and mathematical model, which is designed to form the basis for the development of the railway tourism in Ukraine. It is noted that the task of optimal planning for this development, taking into account the possible risks for its implementation, is performed for the first time. This model allows you to determine the optimal tourist route (group of routes) at the specified polygon of a narrow-gauge railway by the criterion of maximum profitability. As a system of model limitations, there are requirements for rolling stock, the number of tourists and flights, the number of certain categories of routes and so on. Methods. For effective formation and deployment of the sphere of railway tourism services in Ukraine, an economic-mathematical model is proposed for the optimal choice of a set of tourist routes, which ensure maximum profitability of operators under a variety of conditions. The proposed methodology is based on the principle of independence of the functioning of individual tourist routes. Accounting for possible risks is ensured through the use of two-stage models of selection and planning. The Results. For the first time in the sphere of railway tourism in Ukraine, an economic-mathematical model of discrete optimal planning has been constructed, which is designed to determine the effective routes that are most cost-effective. The practical significance. A new economic-mathematical model for planning the processes of tourism operators' activities taking into account the risk conditions is presented. It is presented in the form of a discrete two-stage optimization model that provides a selection of the most cost-effective routes for railway tourism inUkraine. The results of the research provide opportunities to increase the efficiency of the work of tourist railway operator companies at the stage of identifying and selecting the field of activity.
